I tried both. Using a policy I can successfully push the required setting to the client. However, the Getting Started page launches BEFORE the policy is applied... That leaves only the plugin_customization as a valid alternative (which worked for me).

I highly recommend the O'Reilly book Javascript Patterns, which discusses this pattern in more detail among others. It's written by Stoyan Stefanov, a Yahoo! engineer and YUI contributor.
